What do young people think of the Public Service sector? Why does the sector find it hard to attract young people especially 16 to 25 year olds?
the brief:
The Public Service Compact represents 28 employers with 80,000 staff across the region. The Compact approached iceni to undertake a research project to record and present the views that young people have of the Public Service sector. The outcome of the research would be a short film accompanied by documentation that would demonstrate why young people would not choose a career in the Public Service sector.
creative strategy:
We wanted the young adults themselves to tell employers what they really thought of the Public Service sector. Working in partnership with colleges, schools, universities, job centres and Connexions, iceni designed a questionnaire and undertook a series of one to one interviews with over a hundred young people from across the Birmingham and Solihull Area.
The gathering of qualitative and quantitative data enabled us to create a useful resource comprising of hard-hitting comments and up-to-date statistics. The report delivers an accurate representation of how the Public Service sector is perceived by 16 to 25 year olds. From this initial research, we also identified ten young adults who would help us to create the film component of the report.
On the day of the shoot, our production team made sure that everyone got to the location, an old library in the heart of the Digbeth regeneration area of Birmingham. The empty hall with huge high windows and gothic columns provided a wonderful light and depth to the interview footage. The ten interviewees talked eloquently and passionately about their future, their goals and their careers.
The film and the report were packaged in bespoke DigiPaks - a high quality card DVD case - with quotes from both the shoot and the initial research interviews in stark black and white across the packaging.
results:
Everyone who worked on the project was struck by the eloquence and intelligence of the young adults. The interviewees made apposite, honest and at times harsh observations about the jobs in the Public Service sector. Their words combined with our research, design and production work has created a vital and valuable resource for employers in the Public Service sector.
Since the report was delivered it has been presented to the members of the Public Service Compact across Birmingham and Solihull. The Public Service Compact and LSC will use this resource in a series of presentations and workshops delivered to employers across all sub-sectors within the Public Service sector.
iceni have been selected to deliver the follow up DVD resource to address and reverse the negative perceptions of the Public Services as evidenced in the 'Perceptions of the Public Service' report. The project will define the Public Service sector in clear terms, including all individual sub sectors, raising awareness of the diverse range of opportunities available.
